NOTICE REGARDING ELDERLY & TOTALLY DISABLED CREDIT 2025 GL: DO YOU HAVE AN ELDERLY OR TOTALLY DISABLED NEIGHBOR OR FAMILY MEMBER WHO OWNS PROPERTY IN THE TOWN OF PROSPECT? ENCOURAGE THEM TO CONTACT THE ASSESSOR’S OFFICE TO SEE ABOUT QUALIFYING FOR THE ELDERLY AND TOTALLY DISABLED TAX CREDIT. FOR NEW APPLICANTS: The filing period for tax credits for Elderly and Totally Disabled Homeowners for the 2025 Grand List is from February 1, 2026, through May 15, 2026. To apply, the applicant must meet age, income limits ($46,300.00 FOR SINGLE & $56,500 FOR MARRIED), and own and occupy the home. He or she must have been 65 years of age by December 31, 2025, or be totally and permanently disabled before reaching the age of 65. All income must be documented. The maximum income for the local program for single applicants is $69,450.00, and for married applicants is $84,750.00. Applicants must show proof of all income received for the 2025 calendar year by supplying a copy of their Federal Income Tax Return. If you do not need to file a return, bring all year-end statements and the 2025 Social Security Benefit Statement (Form SSA-1099). Totally disabled applicants must submit current written proof of their disability and income. Proof of disability can include Social Security, Federal, State, or Local government retirement or disability plan, Railroad Retirement Act, or government-related teacher's retirement plan. The maximum credit under the Town program is $400. It is also based upon the percentage of ownership and years as a resident of Prospect. An applicant who meets all requirements and has resided in Prospect for 1-5 years is eligible for $200; if an applicant meets the requirements and has lived in Prospect for 6 or more years, they would be eligible for $400. To apply for the tax credit, the applicant, a relative, or an agent must come to the Prospect Assessor's Office before the filing period ends on May 15, 2026. Please call the Prospect Assessor's Office at 203-758-4461 for an appointment, or visit the Assessor’s Office during normal business hours of 8:30 am to 4:00 pm. Mayor’s Office Call Handling Statement

The Mayor’s Office for the Town of Prospect serves as the town’s main administrative and customer-service hub. It acts as the primary point of contact for residents, businesses, and visitors, answering calls to Town Hall and directing questions or concerns to the appropriate department. The office also handles general complaints and service issues, such as reporting damage caused by town services, and ensures they are followed up on. Under Prospect’s mayor–council system, the mayor is the town’s chief executive, overseeing daily operations, enforcing town ordinances, and working with the Town Council, boards, and commissions on budgets, policies, and community matters. While the Mayor’s Office does not directly oversee all departments, it coordinates communication between the public and town services, including Public Works, the Town Clerk, Assessor, Tax Collector, and other municipal offices.

Who is The Mayor?

Robert J. Chatfield, known locally as “Mayor Bob,” is the current mayor of the Town of Prospect, Connecticut. He was first elected on November 7, 1977, and has been re-elected continuously ever since, making him the longest-serving mayor in Connecticut. A lifelong resident who centers his daily life around Prospect, Chatfield went through the Prospect school system and graduated from W.F. Kaynor Technical High School before serving in the United States Air Force from 1961 to 1965, including three years stationed in Germany. In addition to his role as mayor, he has been a dedicated member of the Prospect Volunteer Fire Department for over 40 years, serving as Chief and Assistant Chief. Currently, he acts as Day Commander, often being among the first to respond to emergency calls.

What happens if a plow damages my mailbox?

After the storm, you notice your mailbox is knocked over or broken. You can call or email the Mayor’s Office or Public Works to report it. They’ll ask when it happened and may request photos. Sometimes, a Public Works employee comes out to take a look. If they determine the mailbox was hit directly by the plow, the town will typically repair or replace it or reimburse you. If the damage was caused by snow or ice pushed by the plow, rather than the plow itself, the repair usually becomes the homeowner’s responsibility.

Recycling Bin pickup

Yes, the Town of Prospect provides bi-weekly curbside recycling pickup for residents. To participate, residents can visit the Mayor’s Office to pick up a standard recycling bin at no cost. If you prefer a wheeled recycling bin, please note that these are not supplied by the town and must be purchased separately by the resident.
